Sir.–I disagree that dog licences cheap or expensive would solve the problem of dog mess.

I have two dogs and I walk them three times a day in the local park.

What irks me is seeing owners with their dogs off the lead and talking on their mobile phones, not paying any attention to what the dog is doing. These owners rarely pick up their dog mess.

In this day of extending leads why must dogs be on the loose anyway? They have no regard for children who may be frightened of them, joggers, or cyclists. The park is to be enjoyed by everyone.
