Proposals for over 1,000 homes in Basingstoke's villages

The look of Basingstoke’s surrounding areas may be changing as two new planning applications reveal proposals for more than 1,000 new homes, a primary school and a country park.

A request for screening opinions to Basingstoke and Deane Borough Council outlines plans for 650 residential units, a local centre, a primary school, commercial land, and a country park on a 57-hectare parcel of land at Folly Lane in the north-east of Bramley.

In Overton, a request for a scoping opinion proposes development of up to 400 residential dwellings, landscaping and play space, to redevelop the land on the former Overton Paper Mill site and associated water treatment facility at Papermill Lane.

Bramley development location planBramley development location plan (Image: CSA Environmental) 3West Group and the Wellington Estate have sought hybrid planning permission for Folly Farm in Bramley, beginning with up to 150 homes, reconfiguration of the existing highways network and land for the extension of the existing primary school or delivery of a new one.

The planning document reveals plans to build up to 500 new homes, including affordable housing.

The screening request stated: “At the heart of the proposal is the desire to create a cohesive new neighbourhood that integrates and benefits the existing community of Bramley whilst also fostering a sense of pride among future residents."

The developers also propose land for a park and change, to provide parking for commuters using the railway station, a community space for small shops and an employment site for businesses.

Green open spaces and green infrastructure, including the country park, which measures over 38 hectares, and a range of play areas, sports pitches and wider networks of walking and cycling routes have also been proposed.

Overton development location planOverton development location plan (Image: Trium Environmental Consulting) Over in Overton, Land Investment Projects Limited and Portals Paper Limited are seeking outline permission for the redevelopment of 23.96 hectares by the Overton Paper Mill and water treatment works into residential dwellings and 13 hectares of green infrastructure.

The area is split into two parcels of land around the railway line, near Quidhampton Village.

Overton Paper Mill was developed for large-scale industrial paper manufacturing in the 1920s. It was used for producing banknotes and security paper before it closed in 2022.

The site contains a small part of the Overton Conservation area and an underground store used by the Bank of England during WWII.
