THE number of fixed penalties notices issued for a range of offences in Basingstoke and Deane has been revealed. 

Basingstoke and Deane Borough Council has issued 48 fixed penalty notices (FPNs) since April 2023 for littering, dog fouling, fly-tipping, breach of public spaces protection order and engine idling.

The local authority has also issued eight prosecutions, three arrest warrants, one caution and 42 written warnings in these categories, according to Cllr John McKay, the cabinet member for communities, partnerships and inclusion.

He said the FPNs are one part of a broad approach to address the impact of anti-social behaviour and environmental crime.

Cllr McKay was replying to a question by Cllr Arun Mummalaneni at a full council meeting on Thursday, March 21.

Cllr Mummalaneni, in his question, said there are increasing concerns raised by residents regarding dog fouling in his ward, alongside the broader issue of anti-social behaviour impacting small businesses in the town.

According to data released by the Department for Environment, Food and Rural Affairs, there were more than 2,500 fly-tipping incidents in Basingstoke and Deane last year, but action was only taken against 121 cases with only nine of the offenders eventually getting prosecuted.

However, the council has previously told the Gazette that there has been an improvement in fly-tipping in the borough. 

It said that in 2020/21 408 tonnes of waste was dumped, in 2021/22 it was 308 tonnes, and in 2011/23 it was 204 tonnes – a reduction of 204 tonnes over three years.

Since April 2022 the borough council has taken enforcement action against 90 people including cautions, warnings, fixed penalty notices and prosecution proceedings, for fly-tipping and related offences.
