A PLAN to build a detached three-bed dwelling with a double garage, parking and access to replace a barn in Highclere has been approved by the council.

Basingstoke and Deane Borough Council voted in favour of approving the proposal to build the house on land at Mount Meadow in Pantings Lane, Highclere.

The planning officer had recommended the application be approved subject to certain conditions.

Speaking at the committee, the applicant Christine Clarke said: “My husband Christopher Clarke and I have owned the land since 1982, a period of 40 years. In the past, we have reared various farm animals, but due to the small-scale enterprise, it proved to be economical during the time the barn was used for the storage of hay straw and fodder.

“However, it is a number of years since these activities took place, and the barn is rarely used today. More recently, we have turned our minds to the global need for conservation and our carbon footprint.

“The land covers approximately four and a half acres, and we've been planting trees, hedgerows and creating ponds. We are happy with making provisions for owls, bats and birds. Our intention would be to maintain the existing countryside setting and enhance wildlife wherever possible.

“We wondered whether it would be possible for us to build a home and live in Pantings Lane. Replacing the rusty unused barn with an attractive home would move us closer to Chris's mother and to our childhood homes. Prior to our pre-planning approach, we spoke to our neighbours and neither of them had any objections. Since submitting our full application, you will note we have reduced the size of the original proposal, hoping it sits more comfortably in the rural setting.”

The committee unanimously voted in favour of the application.
