Basingstoke and Deane Borough Council has decided to defer its decision on plan for three new dwellings in Tadley following a confusion over visibility on access road.

The development control committee has decided to visit the site and understand the problem before taking a final decision on the proposal.

The plan is to build three new dwelling on land at rear of Poplars in New Road, Pamber Green, Tadley.

The council officers recommended that the application be approved subject to the conditions listed.

However, two neighbours, Mr James Fryer and Mr Matthew Gill, objected the plan and said essential visibly for the access road cannot be achieved for the development.

Mr Fryer said: “Even if both hedges on the left and right removed, there’s a large tree on the left and a telegraph pole on the right-hand side.

“There is a condition attached to the works for ‘prior to occupancy’ and I would strongly suggest that you change it to ‘prior to development commencing’, as otherwise the applicant will end up with three houses built with no way of getting onto them or actually occupying the homes.”

Mr Steven Cottrell, the agent for the development, said all consultees have agreed to the plan.

He said: “The Hampshire Highways have said there are no issues. They have said the ownership of those hedges, although they fall wither the neighbour’s land, the maintenance would be falling to the adjacent land owners [Hampshire Highways].”

The council, however, thought it would be the best if the site is visited before a decision is taken.

The committee decided to defer the application after Cllr David Leeks proposed that the site be visited, which Cllr Angie Freeman seconded.
