A care home has been rated 'outstanding' for the second time in two years following an inspection by the Care Quality Commission (CQC).

Eachstep Blackburn Care Home on Infirmary Road underwent an inspection on September 22, just over two years after the CQC last visited.

The residential accommodation for adults with dementia, learning disabilities, mental health conditions, and physical disabilities, was rated 'outstanding' in two out of the five key areas (caring and responsive), and 'good' in the remaining three areas (safe, effective, well-led).

The home provides a cinema, vintage tearoom and secure garden area, and CQC inspectors found that since their last visit people using the service continued to receive exceptional quality care which was personalised to meet their individual needs and preferences.

One relative told the CQC: "The care is excellent. The staff and home are more than we could have hoped for.

"It's a Rolls Royce in terms of a home and care.

"Staff are caring, kind and respectful.

"From the minute I walked into the home I thought, [relative] is coming here. The warmth hits you as soon as you go in there."

Other comments made to inspectors during the visit included: "I love it because it's person-centred.

"Everything is the person's choice.

"Everything revolves around the person's wishes and needs."

The latests CQC inspection was prompted in part due to concerns about the number of safeguarding alerts received by the local authority regarding people living in the home as well as standards of record keeping.

As a result, officers undertook a focused inspection to review the key areas of 'safe', 'caring' and 'well-led'.

The report noted: "We reviewed the information we held about the service.

"No areas of concern were identified in the other key questions. We therefore did not inspect them.

"Ratings from previous comprehensive inspections for those key questions were used in calculating the overall rating at this inspection.

"Based on the findings at this inspection, the overall rating for the service has remained outstanding."
