The A30 Winchester Road around Hatch Warren and Beggarwood is also seeing increased traffic as motorists leave the motorway at junction 7 to avoid the jams.
One nearby resident told the Gazette that the road, nearby the current road works section, is backed up already.
The AA is reporting that the accident has been moved to the hard shoulder.
