A PREVIOUSLY rejected application for 17 new homes is set to go before councillors once more.

Antler Homes has applied to Basingstoke and Deane Borough Council to construct 17 homes on land at Glebe Close, in Dummer.

However, residents have spoke of their frustrations after the plans have already been refused once by the borough council.

The previous application was rejected on the ground that it failed to meet the criteria of the borough council’s development plan policy.

In the planning design statement submitted to the borough council it read: “In determining the pervious application, the council concluded that there were no adverse impacts of the development and there were no technical planning reasons for refusal.

“The previous application was refused solely due to an alleged conflict with the development plan, those policies are now out of date by virtue of the fact that the council cannot demonstrate a five-year supply of housing land.”

However, villagers living in Dummer have raised their frustrations that the applications has been resubmitted.

Joanne Scriven said: “I am disappointed to see that a previously refused application has been resubmitted with practically no change from the refused one. How can this be allowed?

“I have very strong concerns with regard to the access to and from the proposed development as the entrance is being located on a slight bend with reduced visibility. I have strong concerns regarding the number of available parking spaces for 17 properties.

Hampshire Constabulary have already raised concerns with crime and burglary in certain areas within this proposed development with very little “natural surveillance”, this will then clearly lead to additional crime spreading to the rest of the village.”

Anne Lee, of Porters Close, added: “These houses are not necessary with the hundreds of new houses going up on the golf course less than a mile away.

“Plus, the Beggarwood new houses haven't been sold yet and where are the other amenities for these estates, i.e. schools, doctors, community hall etc.”

The plans will go before councillors on Thursday at the development control committee.
