DETAILS of how a new housing development will shape up is set to be discussed by councillors.

As previously reported in the Gazette Bloor Homes has applied to Basingstoke and Deane Borough Council to build 1,100 on the site of Basingstoke Golf Club.

In recently months the borough council has been asking residents for their views on the site and what they would like to see included in the plans.

These views collated from the consultation period will now be put to cabinet members who will put forward a proposal for the Basingstoke Golf Course Brief Supplementary Planning Document (SPD.)

This document will give people the chance to put forward their views on what is needed, including the type and size of homes, community facilities, transport, access, environmental quality, design and layout, before a decision is taken on the final document.

In the report which will be put before cabinet members next Tuesday it said that five per cent of the homes on the site should be self-build plots or custom build homes.

During the original consultation concerns had been raised regarding the provision of gypsy and traveller pitch within the development.

In the report it read: “A local councillor suggested that the SPD should be strengthened to explicitly state that the pitch should not be located adjacent to existing homes, and there were mixed views from local residents about whether the site would be more suitably located in the centre of the development or on the periphery.

“The SPD’s supporting text requires that ‘the location and design of the pitch must be well related to and integrated with the new development’ and this requirement has been strengthened by being incorporated into the development principle.”

The document also clarifies that any need for healthcare provision would need to be identified through discussions with the North Hampshire Clinical Commissioning Group.

Councillor Mark Ruffell, cabinet member for planning and infrastructure said: “This development brief adds detail to the planning policy framework provided by the Local Plan and gives the council greater control in shaping the development of the Golf Course site.

“It provides guidance that will help to ensure a high-quality development, which provides an excellent living environment for the residents and responds positively to the opportunities and constraints associated with the site’s characteristics and context.”

Cabinet members will recommend the SPD to be sent to full council for approval.
