The M3 road closure has been fully lifted by Hampshire Police.
The force confirmed the motorway is open and traffic is moving in both directions.
Thousands of travellers were in gridlock down the motorway between junctions nine to 11 until about 3.30pm when the final southbound closure was lifted.
Police and emergency services, including a bomb disposal unit, were called out to the road near Winchester at 3.49am this morning to deal with “potential hazardous material.”
Hampshire Police also gave an “extra special thank you” to officers who were giving out free water to motorists during the delays.
Despite the chaos, travellers were seen earlier getting out of their cars and into the sunshine, passing the time with activities including walking their dogs, handstands and a game of golf.
Details into the hazardous material have yet to be released.
