The company carrying out pathway works in Abbotswood has gone into liquidation.
Residents living near the Woodley Footway project have said that work stopped altogether over the last few days.
Now, Lockhams Construction, who were awarded the contract for the project by Hampshire County Council, have gone into administration.
The work was scheduled to finish this spring.
Residents have complained about the state that the paths have been left in, adding that tools and equipment has been removed from the site.
Companies House still lists the company, based in Shedfield, as active.
The Advertiser has contacted Hampshire County Council and Lockhams Construction for comment.
