RESIDENTS living near to three schools have complained their lives are being made a misery by their cul-desac being used as a public car park.

For those living in Wisley Road, Floral Way, Andover, the twice daily school rush means cars blocking the cul-de-sac and residents’ driveways.

And frustrated home-owners have contacted both Test Valley Borough Council and the police about inconsiderate parking.

June Jackson, who has lived in the cul-de-sac – which lies behind St John the Baptist Primary School – for the past 23 years, has counted at least four residents’ cars being damaged in the morning and afternoon rush.

She said: “It’s a public highway but it’s being used as a public car park.”

June added: “We have to watch children getting out of the cars before their parents, this is a culde- sac, this is a public highway and it’s dangerous.

“I had to change my working hours as I couldn’t get out so I had to go in at 10am.”

Neighbour David Pye, who works from home, has had his BMW’s bumper scuffed after someone tried to park in the narrow road.

He said: “The blocking of driveways is obviously unacceptable but some residents have suffered verbal abuse and others wanting to leave for work can’t because cars are abandoned in front of their drives.

“Also health and safety is breached because emergency services can’t get immediate access.”

Test Valley Borough Council is currently looking into a Floral Way scheme to stop problems with parking for residents. A borough council spokesman said:

“The council recently undertook a three week consultation to enable the public to provide feedback on the draft traffic management plans for Floral Way.

“The full scheme includes Wisley Road. A review of the 156 comments received is currently being undertaken. The findings will be reported to a meeting of local borough councillors later this month.

“Following that meeting a report will go to Councillor Martin Hatley, planning and transport portfolio holder, for his decision.”
