A MAN who was in charge of an NHS team helping drug addicts in Basingstoke, failed to supervise his team properly, a disciplinary hearing in London was told.

Kevin Stubbs, who was a team leader at Fairfields House, in Fairfields Road, Basingstoke, has been accused of behaving in an “inappropriate manner”.

Stubbs worked as a drugs team leader at the non-residential treatment centre for substance abusers between September 2008 and November 2009. He was employed by Hampshire Partnership NHS Foundation Trust – now known as Southern Health NHS Foundation Trust.

But in evidence presented to a fitness to practise hearing at the Nursing and Midwifery Council, unhappy colleagues said he called a nurse “a b****”, slammed and kicked a door, stood over a colleague while demanding she enter data into a computer, and failed to supervise and hold meetings.

The allegations, which are all denied by Stubbs, relate to four members of staff.

John Brown, who presented the case for the Nursing and Midwifery Council, said Stubbs had fallen short of the requirements of his job. He said: “There was no real clinical supervision.”

Joanne Barnes, who worked as a specialist nurse at Fairfields House, said a patient had been referred to her by Stubbs without a comprehensive risk management assessment.

But she discovered the patient had a history of violent offending and that there were potential problems about child protection. She said: “It was very isolated where I saw the patient. I did not feel safe.” She also told the panel that on a separate occasion Stubbs had called her a b**** after she had informed him of her decision to tell a patient they had the right to complain.

She said: “This was one of the first incidents when it started to be a bit disturbing.”

The hearing, in front of a three-member panel, continues and is expected to end tomorrow.
