So the 'crime' here is shouting abusive comments and the people being abused are also being sought. So there isn't any evidence that they actually heard it.
I know it's an old line but haven't the police got better things to do?

Buster, it does not matter if the abused heard the abuse or not. A member of the public has reported that it happened and the police have a duty to act. If there was no cctv in the area then I guess it would have ended there. However they was cctv and there is who we must assume is a reliable witness so the police can take it further without too much effort on their part. Using The Gazette seems a good use of resources.
What I question is the consistency of the police' decisions on what or what not to investigate. For instance I saw a BSM Driving Instructor using his mobile while driving. I reported it to the police and they said there was nothing they could do because they only had my word for it. But they can investigate the alleged abuse on the word of a member of the public - unless the cctv has also recorded the abuse. In the case of the BSM driver they could have checked from telephone records what calls he made at what time and even where he was.
I just think sometimes they just can't be bothered.
