Library support is 'a disgrace'


ANGER has erupted over the failure to provide Basingstoke with an adequate replacement library while a major revamp is carried out.

The existing library is due to shut next month while its home in Festival Place undergoes a £1million refurbishment that will see it re-emerge as a Discovery Centre.

But no provision exists to provide full alternative library accommodation while the work is carried out.

Basingstoke and Deane Borough councillors were left fuming after hearing Hampshire County Council had not even asked if they could use one of the borough’s empty shop units in the town of town for free.

The revelation from borough commercial portfolio manager Brian Barrett to the economic prosperity and performance overview and scrutiny committee prompted fury from all parties.

Liberal Democrat councillor Ron Hussey, who has been pushing the county to find an alternative site, said: “That’s disgraceful.”

Conservative councillor Ken Rhatigan and Labour councillor Paul Harvey said the borough should write to the county to express its disappointment.

Cllr Harvey said: “It is disgusting that this situation is allowed to continue.”

The Conservative-led county council’s plan is to: * Allow books, DVDs and CDs borrowed before the library shuts on April 25 to be returned at The Willis Museum
* extend opening hours at South Ham and Chineham libraries.
* site a mobile library in Market Place on Saturday, Sunday and Monday.
Cllr Hussey, who is also a county councillor for Basingstoke Central, has criticised these arrangements saying the bus service to the Library in Paddock Road, South Ham, has just been cut from once every half hour to once every other hour.

He also said Hampshire provided a temporary library when it created Winchester’s £7m Discovery Centre.

Cllr Hussey added: “This is taking Basingstoke residents for a ride, but unfortunately only on a two hourly bus service.”

After the meeting, Hampshire libraries chief Cllr Margaret Snaith-Tempia said Winchester library was closed for two years while Basingstoke will only shut for six months and has three libraries “in close proximity.”

She added: “It is good to hear that the borough council is keen to offer a venue for a temporary library during the transformation of Basingstoke library into a Discovery Centre.

“The county council, however, has put in place a number of arrangements to make library facilities available throughout the refurbishment and to ensure as much of the budget as possible is spent directly on improving the current buildings and its facilities.”

Hampshire dumped plans for a £9m purpose-built Discovery Centre in Basingstoke in October 2008, blaming the credit crunch.

The Citizens Advice Bureau, which is located beside the library, will remain open during much of the refurbishment, but will have to move out when the lift is replaced.

The charity, which offers a range of free advice on issues ranging from legal to money matters, is not yet sure when this will be, but is looking at alternative arrangements for drop-in clients, including greater use of its Popley outreach service and possibly a vacant town centre shop.

Come on! Basingstoke library desperately needs renovating. It's fit for the 80's (with many of the books on the shelves of that era). Borrowing books is about saving money - if you want to save sometimes you've just got to bite the bullet and travel. Cllr Hussey bangs on about the cuts to bus services in South Ham which surprises me as I've never seen him on one himself. If the service is not making money it has to change unless you would like to pay for it out your pocket? He neglects to mention that there is a good,frequent bus service to Chineham where there is a library. There is also a frequent bus service to Winchester, Andover and Newbury. Put this hand in hand with free bus passes many people have and it's no big deal. In fact I would recommend trying the other Libraries and making a day out of it! Quit moaning about it - our Library needs bringing into the 90's, let alone the 2010s! It's always those that don't want to pay for things that moan the loudest!

Its the limited alternative library that is the complaint and if there is limited facilities in a central location then going to other places you have to go in to the centre and out again - and if you did n't know the times of the buses its quite hard if you are not on-line. (Its quite hard if you are on-line - not the friendliest of sites) . No objection to the development - just want a central location I can go to in a lunch hour.

The library should never have moved into the shopping precinct, instead the library should have remained in New Street. The Willis museum had more space when they were in New Street, as opposed to the extremely cramped conditions of the town hall. There has been several attemps to try to revamp the library so therefore it would be far better to move into Verum House in New Street -the site of the original library and museum. Verum House has been lying empty for about four or five years now, so come on now Hampshire Library move back to New Street now!!

STOP TRYING TO REVAMP THE LIBRARY AND MOVE BACK TO NEW STREET NOW!!

I do like this remark from SPUDATBHC:
"just want a central location I can go to in a lunch hour."

Well, if you work in Chineham or South Ham then you have it made. Personally I would love the luxury of getting enough time on my break to take a leak, let alone go and look at somebody else's books and papers for free. Tell you what, why not buy your own paper and sit in your staffroom or canteen instead :-)

Councillors have known for sometime that no temporary provision would be provided - eg see cross party HATS meeting 17.12.2008 - because of cost implications.
Isn't it a bit disapointing that BDBC couldn't have offered a free shop rather than waiting to be asked?

The only 'deals' B&DBC are doing on shops at the moment is spending our tax on buying out part of the malls. But hush hush about that, that's the idea of 'open and transparent' politics. The borrowing of books from a library is somewhat alien to Councillor 'just buy it and claim for it' culture.

£1m on a library refurb !?!! Good grief. What an horrendous waste of money!!!! I can think of far more worthier things to spend the money on. Disgraceful.

£1 million compares well when you consider we pay a bunch of clowns over £600,000 per year to argue about the next mayor...... It's good entertainment but poor value.....
