A SMALL victory has been declared in an ongoing dispute over the movements of heavy goods vehicles (HGVs) through Hatch Warren.

As previously reported in The Gazette, Tamar Renewable Power Basingstoke Ltd had applied to Hampshire County Council (HCC) to increase the number of trucks passing through Woodbury Road to the anaerobic digestion plant in Kennel Farm, Dummer.

However, at a meeting on October 18, HCC decided to only extend the current measure by a further 12 months , which allows a maximum of 19 HGVs travelling to and from the site .

Hatch Warren and Beggarwood ward councillor, Councillor Terri Reid said: “We were pushing for no move - ments before 9am and that the camera monitoring to remain.

“But the council instead decided to just extend the current measure, which is a small victory.”

The initial concer n with the HGV movements came after Tamar had breached the terms of its original agreement with HCC, however Cllr Reid believe s with more monitoring it can help stop any further breaches.

Cllr Reid added: “We have residents going out on the roads in their ow n time keep - ing tabs , so we wil l see if there are any further breaches in the next 12 months .

“It will be interesting to see ho w Hampshire look to monitor without cameras in place.”

Tamar Energy said that with the extended permission they can continue to operate safely with minimal impact.

Richard Brooke, commercial director at Tamar Energy, said: “We’re pleased that Hampshire County Council has granted us planning per - mission to continue with the HGV movements that we’r e currently operating to and from our Basingstok e anaerobic digestion (AD) facility for a further 12 months.

“As the last year has shown, those coming to site have committed to operating within the conditions of the site’s planning permission, which allows a maximum of 19 HGVs travelling to and from the site per working today, or the equivalent of tw o vehicles per hour.”
