JUST 20 out of 70,000 people bothered to respond to a proposal to change when district councillors are elected in Hart.
The Cabinet at Hart District Council will consider whether to replace its current system, where one-third of the council is elected at a time, or have elections for all councillors once every four years.
It received only 20 responses from an electorate of 70,000 during a public consultation on the plan.
