URBANISATION and traffic problems would result from an extension to a housing estate in Hartley Wintney, a meeting heard.

Barratt Southern Counties wants to add 158 more homes to the 170 that have been built on its St Mary’s Park site in Dilly Lane.

Members of Hartley Wintney Parish Council met for an extraordinary general meeting to discuss the application on Monday.

The parish council objected to the application at its routine February meeting, subject to receiving information about a potential second access road to the site that joins up with Odiham Road.

But Councillor Dorothy Harvey, chairman of the parish council, told the meeting that the second access road was not supported by the developer, or Hart District Council or Hampshire County Council.

Cllr Roger Robertson said that St Mary’s Park was already causing problems with traffic and the road surface on Dilly Lane, and that the site was in danger of becoming “the largest cul-de-sac in Europe”.

He added: “It is urbanisation and it’s absolutely dreadful the whole day.

“The evidence can say this or that but we are local people responding to local parishioners. We have got to look at it.”

Cllr Diana Harvey said she would not be able “to look people in the face” if the parish council did not object, even if it was ultimately approved by the district council.

But Cllr David Wright said there was a danger that if the Dilly Lane site extension was not approved, other sites in the village would become vulnerable to large-scale development.

After an hour of debate, members agreed to maintain their objection, but added that if the development were approved, then the parish council should be allowed a say on “traffic calming and flow solutions” around the estate.
