Upgrade plans spark debate

MORE than £1million of taxpayers' money will be spent on new computers and other technological equipment for Basingstoke and Deane Borough Council.

The expenditure includes £73,000 for new microphones and an electronic voting system in the council chamber - money critics claim would be better spent on frontline services.

Labour group leader Councillor Laura James said: "£73,000 for new microphones is a lot of money when we are cutting frontline services and I think we could employ an extra three rat-atchers for that."

The decision to spend the money was approved by then council leader Cllr John Leek in two decisions.

A report suggesting £655,100 be spent this year and £480,000 next year on new technology equipment shows:

  • New audio-visual equipment for the council chamber and committee rooms would cost £30,400
  • Desktop and laptop computers would cost £315,000
  • Telephones would cost £113,000
  • Replacing servers would cost £356,000.

The report from Kate Scobie, head of customer access and corporate support, said the borough's information computer technology service supports 600 users.

"The investment made in ICT affects every service that the council delivers and reliable equipment provides the foundations to allow the day-to-day operations of the council's business," the report added.

The report said the microphone and camera systems used for webcasting council meetings were increasingly unreliable and the new equipment would help meet the council's commitment to provide high-quality webcasts and recordings of all public meetings.

But Liberal Democrat group leader Cllr Paula Baker questioned why money was being spent on new camera and microphones when disabled people still lacked full access to a council chamber that is also used for inquests and planning inquiries.

"I thought the priorities were wrong," she said. "The quality may not have been brilliant, but broadcasting discussions among councillors has much lower priority than providing direct services to people of the borough."

Both the Labour and Liberal Democrat group leaders accepted council employees needed suitable computer equipment.

Cllr James said: "We don't want employees working on ancient computers, but we do need a proper audit of the computers staff are using."

She said a council committee should have had a chance to examine both decisions before they were made.

Conservative Cllr Leek said the council's consultation procedures were "more than adequate".

The audio equipment expenditure was discussed by a council e-government panel and was open for councillor comments, he added.

"If we are going to try to be in the 21st century and provide a webcast, we have got to be able to listen to it," he said.

Regarding the computers, Cllr Leek said he would prefer not to spend such sums, but any organisation had to update its technology.

What total nonsense but why should we expect anything else. They're only in the job to line their own pockets with our council tax. What do we get out of it, nothing, street lights they can't be bothered to fix, grass they can't be bothered to mow, bins they can't be bothered to empty etc. Can't we get rid of all these self centred councillors and get some people who actually do care about our community?

Well, for anyone who knows my style I think we'll all agree that 'pingu' has said it all.
I usually have a good old rant about the wastage in the council but it seems others are beginning to notice too!

a webcast for pitys sake!. That's really gonna help our local residents. I'd like to see a plan how the money spent on this will actually provide value to the residents of the borough in terms that don't involve, techno, webcast, streaming, 21st century etc. Why do we let them get away with this?????? Why do we part with 150 quid a month of hard earned money without quibble to let them do with as they please and have lovely fact finding missions to the seychelles and nice new telephones whilst the infrastructure around us crumbles. We must be mad.

I believe this should be case for a freedom of information request regarding the number of views/downloads of the webcast, the costs of maintaining, and why they can't just publish a transcript?

Being innovative can be about saving money in high tech areas, not wasting it on unwanted projects.

Maybe the Local Council would be a doing a bad job for the level of service they provide if they were actually getting 150 quid a month from each house hold, but this just isn't the case. 92% of the Council Tax that is collected by Basingstoke and Deane Borough Council goes straight to Hampshire County Council (Mainly to pay for the Police, Fire Service, Schools, Road maintenance etc.), it is the remaining 8% (12 quid a month in your case) that pays for the services provided by the Local Council. If you feel ripped off paying less than 150 quid a year for all the services provided by the Local Council you clearly don't recognise value for money. Try finding a private company that would even empty just your bins for £150 a year...

I've tried to get councillors to reply to my e-mails but it rarely happens.
We can't blame the technology when the users aren't interested, or just don't care!

60 Borough Councillors
60 X Laptop £400 (£24,000.00)
Then the monthly charges:
60 X ADSL telephone lines at £14 per month + calls (£840.00)
60 X ADSL ISP service £19.99 (£1199.40)
£24,472.80 for 12 months

Despite having free home broadband and a laptop provided, you can't get any response to the most basic questions. Let's spend more money on these ignorant question ducking morons.

I always reply to emails from people who do not hide behind silly names and use childish rudeness, come out of the cyber world and talk to councillors I find it usually works some are good, some bad all are human and available.

Actually I also am worried about some of this expenditure a large skip was filled with defunct equipment only 1 or 2 years ago and also the webb cast for the number of people using it works fine for me as low level technology user.

People are entitled to protect their identities. This is just a childish attempt to dodge any question.

The rudeness usually follows the lack of any response.

The lack of any response from Councillors is well documented around the forums of the town. This has spilled into anger and frustration in the past. The response? You and another decided to mock those people at a Council Meeting. I think you will find that is 'childish'.

As a man associated with rudeness and childishness, I think this is a case of the pot calling the kettle black.

Cllr Heath is in no position to talk about rudeness and childishness given his track record. One thing is for sure, the webcast viewing figures were probably through the roof when Basingstoke finally thought it would get rid of him.

The spelling mistake of Cllr Heath's own name illustrates the point that the IT needs updating. Getting your own name right is pretty difficult. Thankfully Microsoft can help Phil ;-)

As you are open to questions Phil can I ask you here in public:

How many telephone lines and broadband services are the County Council and Basingstoke and Deane paying for at your address? Would you consider it wasteful?

I think an examination of how many use the webcasts is a good idea - if the number is not that significant then plough on with what you've got - whilst looking for a more cost effective quote!

When were the Council's computers last upgraded? I would have hoped that given it would be a 'bulk' buy that laptops could be found nearer the £200 mark! (after all - what you need them to do is fairly basic. letters/emails)
Essential server infrustructure is another matter as it does need to remain operational.

I would want to see the specification of the old stuff -v- the specification of the new stuff. The hypocrisy will come when they all moan about the spending, but happily line up for new laptops.

The webasting is great, but only works for M$ users, so much like the chamber it is not accessible to all.

I think you may find they are provided with mobile phones too now, on top of their broadband, laptops, phone lines, allowances, 'special responsibilities' and expenses. Not a bad number that.

Cllr Heath must be too busy to answer the polite question shown, perhaps he can pop in over the weekend and answer it?

How many telephone lines and broadband services are the County Council and Basingstoke and Deane paying for at your address? Would you consider it wasteful?

Sorry I have a life so do not sit and watch forums all day.

Happy to answer the question but seems when I reply to a forum I am wrong and when I ignore them I am wrong maybe the way some of you respond just keeps proving my point about forum members who hide?

I and my wife have 1 line provided by BDBC and 1 lap top each HCC provide 1 lap top which is unusable .

The truth can be inconvienient.

So that is Two lines, 2 x Broadband Service + 3 Laptops. That is in no way wasteful, is it?

We won't go into the ISDN and digging up your garden to provide all these lines - and how you jumped up and down like a child about it.

As you say "The truth can be inconvienient(sic)." Perhaps I should bang in some FOI requests if we get the green light.

Can not read either in fantasy cyber world 1 line only no digging up needed beats the 3 envelopes a week, of all the council papers, we used to get.

Try asking direct questions in your own name and you get direct answers although if you carry on being so rude to everyone I can see why no one would want too.

Saying that I still can not see how we need any more replacement equipment in the council to the value of that proposed.

I do like the bit about you 'having a life'. With all the extra money you are bringing in from B&BDC and HCC in addition to working full time I would like to think that you are rushed off of your feet working for the Community and County - not that you have time to slum it and 'have a life'.

It would seem that the anger management is not working Cllr Heath. Make sure the treatment does not appear on your expenses claims please.

Here is the curious thing; Phil Heath says that Basingstoke & Deane Borough Council pay for "1 line" for himself and his wife. Yet, a look at their respective web pages on the Basingstoke & Deane site gives them both as listing the main council switchboard as their contact number:

You really should stop guessing you are not very good at it.

No telephone line is provided for contact by anyone I use my own land line and mobile as above.

The line provided is a broadband line from Basingstoke and Deane not HCC which is why the HCC laptop and email address does not work!

In addition we do not use these webb sites as the council has control and editing rights over them.

But that is a lie Phil. The line provided for broadband WHICH I INSTALLED AT YOUR ADDRESS is bothways working for voice too. You will be aware of all the upgrades that all B&DBC councillors got last spring.

If you are not using it for voice like all the other Councillors then you are missing a trick.

You and I both know about the multiple lines, the broadband, the needed to put DAC's units at your house to accommodate all the freebee lines and the old ISDN/Highway unit. All paid for by the local County Tax payers.

I will tell you what as I seem to have touched a nerve with you. I will take out these 'guesses' that you refer to and as you say 'end of correspondence'. However, my good friend has made a number of freedom of information requests to B&BDC and HCC and I am sure you will be happy to co-operate to prove me wrong ehh Philo?

When that lengthy process is done, I'll revisit this subject and post all the details online. I think that is fair and balanced. Not bad for an internet person with a funny name ;-) Let the requests begin . . .
